Northumberland Community Energy Limited

Overview

Northumberland Community Energy Limited (NCEL) is a newly-formed Community Benefit Society (CBS), bringing renewable energy and energy storage to community buildings across Northumberland.

NCEL has been established to procure, install, and manage photovoltaic cells (PV) and battery systems to address the energy trilemma in rural communities by providing affordable, sustainable, and reliable energy to village halls, churches, community sports hubs, and more. Initially a partnership between Community Action Northumberland, Rural Design Centre, and the National Innovation Centre for Rural Enterprise (NICRE) at Newcastle University, NCEL manages finance and investment, procurement, insurance, lease agreements, and on-going costs and maintenance on behalf of the co-operative members reducing the risk, time, and complexity for individual building committees.

The co-operative approach, with all members receiving one vote, and board members made up from the community building committee, ensures benefits will always remain with the community.

Top tips

  1. Identify the key experts to engage with (both paid for and voluntary) such as renewable energy consultants for feasibility studies and installations, planning experts, and legal experts.
  2. Dedicate key resources and project managers to run the project.
  3. Continue to engage with the end users and beneficiaries to ensure the project will deliver the desired outcomes.
  4. Allocate funding for legal costs.

Future plans

In 2024, NCEL is supporting the first round of installations of PV and battery systems in community buildings generating clean energy, cost savings, and revenue for NCEL and its co-operative members.

An additional 20 community buildings in Northumberland are planned to go through the process of feasibility, planning, procurement, and installation of PV systems.

The majority are expected to become operational by April 2025.
