Why is it so difficult to find out how many homes are off the electricity grid in the UK?

After 3 months of digging, we still can’t say how many homes are off the mains electricity grid in the UK.  

As part of our new project, Powering People, NICRE and CAN have been exploring everything we do and don’t know about off-grid households in the UK. We can’t seem to pin down the answer to what we thought would be a straightforward question - just how many domestic properties are off the mains electricity grid across the country?  

We know from past research carried out by CAN and the Rural Design Centre in Northumberland that a number of rural homes are not, and have never been, connected to mains electricity. Some people live off-grid by choice, building self-sufficient homes that can supply their own energy from solar panels, wind turbines or other renewable sources. However, thousands of households are estimated to be off the electricity grid because their home is too old, or too remote, to have ever been connected. But exactly how many are there? 

Government Energy Efficiency Statistics

The government’s Energy Efficiency Statistics team told us that they don’t currently collect this data. A figure also cannot be deduced from other publicly available information with confidence, because of uncertainty around the data needed to work it out. For example, the subnational estimates of domestic electricity meters exceed the number of domestic households, probably because of non-domestic meters being incorrectly classified as domestic. The estimated numbers of households are also thought to be inaccurate, and some properties may have more than one linked electricity meter point. 

Advantages and Disadvantages

The Lack of Knowledge

A lack of a clear understanding of the numbers of off-electric homes across the UK means that the scale of the problem is not clear to policymakers, who might be able to do something to support homeowners financially with new grid connections, or to incentivise energy providers to supply new connections. 

Future Hope

A glimmer of hope in this puzzling landscape is that we believe there are records at local authority level for off-electric homes in Northumberland. However, legal agreements may need to be in place in order for Northumberland County Council to share them. Electricity suppliers will also have other sources of information, but this is not in the public domain, to our knowledge. If there was some way to bring these different datasets together, we might be able to pin down the size and shape of the off-grid population a bit better. We hope to bring researchers and other stakeholders together soon to answer some of these pressing questions.
